Agenda control in United Nations peace and security negotiations (2015–2023): a state-level analysis of procedural advantage, diplomatic network centrality, and influence outcomes

This dissertation examines how states leverage procedural mechanisms and diplomatic network positioning to shape negotiation outcomes within the UN Security Council framework. Through a combination of network analysis and qualitative case studies spanning 2015–2023, it identifies the structural advantages that enable smaller states to exert disproportionate influence in multilateral security deliberations.
